Govt employee has fundamental right to be considered for promotion : SC

The Supreme Court has ruled that a Government employee has a fundamental right to be considered for promotion and it is mandatory for the Centre and States to carry out cadre review of eligible officers for promotion to the Indian Administrative Service (IAS).

The right of eligible employees to be considered for promotion is virtually a part of their fundamental right guaranteed under Article 16(Equality of opportunity in matter of public employment) of the Constitution, a bench comprising Justices R V Raveendran and A K Ganguly held in a recent judgement.

The apex court passed the judgement while directing the Centre and the UP Government to consider the promotion of two State cadre officers-Hemraj Singh Chauhan and Ramnawal Singh to the IAS.

We hold that the statutory duty which is cast on the State Government and the Central Government to undertake the cadre review exercise every five years is ordinarily mandatory subject to exceptions which may be justified in the facts of a given case, the bench said

Both the Centre and the UP government had challenged the direction of the Delhi High Court to consider the two officials promotion due to them in 2003 since the cadre review exercise was undertaken by the State government only in 2005. This was done despite repeated reminders from the Centre.

The guarantee of a fair consideration in matters of promotion under Article 16 virtually flows from guarantee of equality under Article 14(Equality before Law) of the Constitution, the apex court said while upholding the high courts judgement.

The apex court ruled that state governments are under obligation to recommend names of its administrative officers every five years to the Centre for their promotion to the IAS and pulled up the UP government for failing to do so despite several reminders from the Union Government.

The court said that a government cannot deny an eligible state officer from being promoted due to the delay on its part in conducting such exercise and pulled it up for lethargic approach resulting in two state officers being denied promotion.

It is clear that legitimate expectations of the state officers of being considered for promotion has been defeated by the acts of the government and if not of the Central Government, certainly the unreasonable inaction on the part of the state government stood in the way of the officers chances of promotion, the court said.The Court is satisfied that in this case for the delayed exercise of statutory function the Government has not offered any plausible explanation. The state officers cannot be made in any way responsible for the delay, the court added.

�Those who invested money in the IPL look for profits. The players will never feel that they are representing the country. If I invest my money, I will surely look for ways to recover the investment, Usha said.

�The love for sports gets lost,� she added. Another athlete, Shiny Wilson says, �Almost all kids play cricket. Even volleyball courts are used for playing cricket. IPL will have a negative impact on other sports.�

Kerala schools to have free digital libraries

The government will set up Free Digital Libraries in all schools in Kerala, Education Minister MA Baby said.



Under the scheme, 4,071 schools will be provided hardware equipment including 7,300 computers, 3,740 laptops, 6,510 UPS units, 1,291 printers, 785 scanners, 1,160 multimedia projectors and 430 LCD Televisions (32) before March 31, reports IANS.

Kerala woos UK tourists

Despite the global slowdown there have been enquiries for long haul destinations, including Kerala, and a growing interest among British tourists for Gods Own Country was visible at recently held Kerala Roadshows in UK, state Tourism sources said.

Feedback from British wholesalers, who participated in the 2010 UK Roadshow by Kerala Tourism, which was held from March15-18 at London and for the first time other major cities including Birmingham, Manchester and Glasgow, was encouraging, sources said.

UK is Kerala¿s key source market with tourist arrivals showing a steady increase. About 141,147 tourists visited the state in 2008.

Twentytwo trade partners from Kerala, including Ayurveda resort owners and travel operators were provided with a platform to motivate and educate 270 wholesale industry partners, retail travel trade and independent travel counselors from the four cities.

Director of Kerala Tourism, M Sivasankar, who headed the delegation, said the roadshows were organised to sustain and boost the growing interest among British tourists.

Explosive material detected in the cargo hold of Kingfisher flight

The crude explosive material detected in the cargo hold of Kingfisher flight on Sunday is suspected to have been placed while the aircraft was parked at the airport here.

According to police sources, an indication to this effect was given in the first information report submitted before a local court here on Tuesday. The flight from Bangalore arrived here at 8.05 am and the explosive wrapped in a Malayalam newspaper was spotted about 10 minutes later from the cargo section by a cleaning staff engaged by the airline, the FIR submitted in the First Class Judicial Magistrate Court here said.

The suspicion that the incident had a local connection was �reinforced as the low-intensity material � a mixture of potassium chloride, ammonia and sulphur � was wrapped in two layers of paper, first of which was a question paper of 10th standard model exam held in Kerala last year, the sources said. Since Monday evening, investigators have zoomed in on three persons, including a cracker dealer, whose statements reportedly offered some clues, the sources said.

An 85-year-old man body cremated in front of panchayat office

An 85-year-old man, who passed away early Wednesday morning, was cremated in front of a gram panchayat office here as there was a stay in conducting cremations at a nearby graveyard.

The relatives of the deceased wanted the cremation to be performed at the Kuruppintekulam graveyard, where the body was first taken.

However, the cremation could not be performed as two persons staying within a 50 metre radius of the area had obtained a stay from the Kerala High Court.

The body was then taken to the Kunnukara Gram Panchayat office where the pyre was lit and the body cremated.

The Revenue Department has decided to acquire the property of the two persons to settle the issue. Acquisition proceedings are in the final stage, a panchayat secretary said.

Kerala Government College teachers pay hiked

Kerala Government Wednesday decided to implement the UGC salary revision for the college teachers of the State. Revised salaries would be distributed from this month onwards. The revision is being implemented with retrospective effect from January, 2006. The finance minister announced that the arrears would be disbursed in proportion to the central grants received. But there wont be any change in the retirement age of college teachers, he said.

Pepsico engages 12,000 farmers in contract farming

"There are 12,000 farmers doing contract farming of potato for us involving 16,000 acres of land," Executive Vice-president of Pepsico Holdings (agro-business) Nischint Bhatia said.

He said that out of the 12,000 farmers, 6,500 of them are in West Bengal working 2,600 acres.

Bhatia said Pepsico's contract farming had picked up very fast, adding that the company had procured 22,000 tonnes of potato in the last harvesting season.

He said that with the growing sales of its snacks brands, the company would adopt for more in the country for contract farming.

At present, Pepsico is involved in the contract farming for potato only.

Bhatia said that farmers were ensured a captive offtake even in periods of glut and also a remunerative price.

He said Pepsico was buying potatoes at Rs 6 per kg from the farmers, which was higher than what others were getting by selling the crop to the intermediaries.

Asked whether the company would enter into contract farming for other crops, Bhatia said that the company was planning to follow a similar line for oats.

He said oats were presently being imported for its Quaker Oats brand and the company was in talks with various agricultural universities for cultivating it in the country.

"It is still in the research stage and may take three to four years time," Bhatia said.

He said oatmeal was becoming a popular breakfast cereal in India due to health reasons.

Rendezvous Sports to bid for Kochi

Irrepressible Shashi Tharoor added a new dimension to his expansive profile when he got leading business magnets to come together as Rendezvous Sports World Ltd. that bagged a team for Kochi in the Indian Premier League (IPL).

Tharoor gave Kerala a reason to cheer for when he lent his support to the franchisee to bid $333.33 million (Rs 1,533.33 crore) to get Kochi one of the two new IPL teams from the next season. Sahara Adventure Sports Group bagged Pune.

IPL chairman Lalit Modi confirmed Minister of State for External Affairs Tharoor was the brain behind Rendezvous Sports World Ltd.

Tharoor was involved in getting people together to bid for Kochi. He is an ardent fan of cricket. His involvement was to see a team from Kochi and that was fulfilled, Modi said in Chennai.

Tharoor, on his part said, said his role is of a mentor and he encouraged the business houses to think of Kerala. He also gave a lot of insight about the popularity of cricket in the state and said the team will immensely benefit young cricketers here.

All I did on my part was to offer encouragement, blessings and expert advise when required to the bidders. Beyond that, I had no role to play. I understand its a business decision, Tharoor said.

IPL is an extremely valuable activity that is here to stay and grow. It will go a long way in terms of its popularity, he said. It will capture the spirit of the enthusiasm of the young and give young Keralites a team to identify with.

It will give them a passion of the sport which has worldwide recognition and certainly national significance, he said.

I do not own the team but I will certainly give my opinion when asked for it, a beaming Tharoor added.

Tharoor represents the Thiruvananthapuram Lok Sabha seat and he even air-dashed to the Middle East last week to finalise certain business groups to join hands for a combined bid which is led by business magnate Shailendra Gaekwad alongwith Vivek Venugopal and a few others.

However, Tharoor denied the involvement of any group from the Middle East.

This (bidding) could have gone anywhere. Mumbai-based promoter was the key. Believe me, I am not looking into who are the others involved and how much money is involved. To the best of my knowledge, there is no Middle East group involved, he said.

A close aide of Tharoor said just like his candidature in May Lok Sabha elections, his support for an IPL team from the state too came as a surprise.

Amitabh Bachchan accepted Kerala's request to become the state's brand ambassador

A week after Amitabh Bachchan accepted Kerala's request to become the state's brand ambassador to promote tourism, the move is apparently facing stiff opposition. "I would not like to name those who have expressed their displeasure in inviting Big B to promote Kerala tourism. A few social and cultural personalities have said that this should not be done," Kerala Tourism Minister Kodiyeri Balakrishnan told IANS.

"Stiff opposition to this has also come from Delhi and that has surprised many of us," he said. But he did not elaborate as to who were opposing his appointment. Big B was in the state for a few functions last month. It was during an interview to a TV channel that the actor said he would gladly accept the offer to become Kerala tourism's brand ambassador. Soon after, the Kerala Tourism wrote to him and also received his acceptance letter.

"What I am told is that in the past also efforts were made to rope in the superstar but it did not materialise because of the hefty professional charges that was asked. This time too everything depends on how much he would ask and also what sort of opposition is going to surface. Let us see...," Balakrishnan said.

LDF nominees for Rajya Sabha, K N Balagopal and T N Seema, filed nomination papers for the elections to the Rajya Sabha

LDF nominees for Rajya Sabha, K N Balagopal and T N Seema, filed nomination papers for the elections to the Rajya Sabha here on Tuesday, the last day of filing nominations. Defence Minister A K Antony had filed his nomination on March 15 for the other Rajya Sabha seat that had become vacant.

Both the CPM leaders arrived at the Assembly complex accompanied by almost the entire LDF cabinet led by Chief Minister V S Achuthanandan and LDF legislators, including RSP leaders Water Resources Minister N K Premachandran, A A Aziz and Kovoor Kunjumon. The CPM picked its nominees after rejecting the claims made by the RSP.

Balagopal and Seema filed two nominations each and submitted the deposit amount of Rs 10,000 to Legislature Secretary P D Rajan, the returning officer for the Rajya Sabha elections. Balagopal’s deposit amount would be borne by the DYFI and SFI, and T N Seema’s by the party. Going by the ruling party’s strength in the Assembly, CPM-led LDF can win two of the three Rajya Sabha seats falling vacant. Antony’s win is also a foregone conclusion.

Developing inland waterways works to be completed by March

Works sanctioned by the 12th Finance Commission for developing inland waterways in the State will be completed in March, Chief Minister V S Achuthanandan told the Assembly on Tuesday.

In 2006-07, administrative sanction was given for Rs 52.25 crore. 120 works in all were started and 72 have been completed. During 2007-2010, administrative sanction was accorded for Rs 151.98 crore. Of the 127 works started, 37 were completed.

Of the 590 km of waterways in the State, 168 km are under the National Waterway-III. The rest, 422 km, are state waterways. Works were taken up on 92 km, and completed on 47.13 km, the Chief Minister said.

Development of the north-south waterway was the flagship project of the LDF Government in its first Budget. The ambitious project, which will bring relief to the overcrowded Kerala roads and smoothen cargo transport, has its problems.

“There are boundary disputes and disputes regarding Chinese fishing nets and encroachments. These have to be addressed,” the Chief Minister said.

“OFFICIALS TRAPPED MENON: “Rear Admiral (Retd) B R Menon, advisor to the State Government on inland waterways, had been trapped in a sex scandal by ‘officials,’ Chief Minister V S Achuthanandan told the Assembly on Tuesday. “Officials trapped him. But the Kerala High Court ruled that he was innocent. He is back at work,” the Chief Minister said.

There are theoretical and practical sessions. It is enough for them to get basics of ayurveda as the majority come from therapy background. They attend lecture classes and undergo ‘pancha karma’ (five fold purification therapy) treatment,” he adds. Pancha karma includes ‘vamana’ (vomiting), ‘virechena’ (purgation), ‘kashaya vasti’ (decoction enema), ‘nasya’ (nasal medication) and ‘sneha/shiro vasti (oil enema). There are also yoga classes.

kerala to get 172 more PG medical seats

The state will get an additional 172 PG medical seats in which the Medical Council of India (MCI) has given the nod for admitting students from the 2010-11 academic year.

This will be a bonanza for the MBBS students of the state who will now get more opportunity to do postgraduate courses, paying government fees. The additional seats had been okayed following the Central Government’s decision to sanction 3,791 more postgraduate seats in the medical colleges across the country.

This will push up the number of PG seats from the current 13,503 to 17,294 in the new academic session across 22 states and Union Territories. Of these, 3,085 seats have been added to government colleges and 706 to private ones. However, the biggest beneficiary of the Centre’s decision is Andhra Pradesh. The state has bagged the most number of seats with 611, followed by Maharashtra with 476. Tamil Nadu, Karnataka, New Delhi, Punjab and Gujarat also bagged more than 200 seats each.

In Kerala, the biggest beneficiary is Thiruvananthapuram Medical College which got 84 more PG seats. Kozhikode Medical College got 27 more seats, Alappuzha eight, Kottayam 27 and Thrissur 25 more seats. The Academy of Medical Sciences, Pariyaram, Kannur, had also been sanctioned a lone PG seat in MD General Medicine. Meanwhile, the MCI has refused to increase the number of seats to the courses in MCh Plastic Surgery, MCh Surgical Gastroenterology and MCh Thoracic Surgery in Thiruvananthapuram Medical College owing to shortage of faculties.

Vysakhan (M K Gopinathan Nair) and Savithri Rajeev have been selected for the first Kamala Surayya Memorial Awards instituted by the Kamala Surayya Trust. Announcing the awards, chairman of the Trust Sukumar Azhikode said the awards under the story category went to the book �Silencer written by Vysakhan and in the poems category �Savitri Rajeev�s Poems� written by Savitri Rajeev.

The award comprises a purse of Rs 51,000, a plaque and a citation each. The awards would be presented at a function to be held here on March 31.

Indian Ex-Service Movement, Kerala chapter, has alleged that a wrong impression has been created by the Government that with the implementation of remaining two points as recommended by the committee of secretaries� headed by the cabinet secretary, retired service personnel below the officer rank would get one rank-one pension �.

Kerala chapter convener Col R.G .Nair said all those who retired before Sixth Pay Commission, ie, before December 31, 2005, would not get any benefit in their basic pension as awarded by the Sixth Pay Commission and they will not receive pension anywhere near those who retired after January, 2006, except for a few ranks like Lt Colonels and Lt Generals.

IIM-A welcomes cohorts

his year IIM Ahmedabad changed its placement process, keeping in mind the large batch size that is expanding with every passing year. Other IIMs, like IIM Calcutta and IIM Bangalore, are also weighing their options on improving the placement process. Placements for all IIMs have always been a logistical challenge with so many students interviewing with multitudes of organisations in a very short span of time. This year, IIM-A chose to take the initiative by doing away with the traditional �day-based placement process and switching to one that is �cohort-based�. Though the verdict on the success of the new process is awaited, it is a welcome initiative by the premier management school to try a new approach that would possibly make life easy for both recruiters and students.

Placement time at IIM-A is pretty hectic, and that�s an understatement. To an external observer, it might seem like one big chaotic affair. Senior executives from India and abroad swoop in at Vastrapur, on the outskirts of Ahmedabad, to recruit the next generation of managers. It is a veritable talent hunt. They come looking for bright young management graduates who, two years earlier, got the better of over 1,75,000 other students in a process called the Common Aptitude Test (CAT). CAT is a selection process that is meant to assess students� analytical skills through a written exam and their personality through a discussion within a group and a personal interview. As the IIMs carry out quite an elaborate process to select their students, it is only fair that they provide the same opportunity to the recruiters to select their future managers.

Nexus between panchayat sec, sand mafia alleged

Aanakkara panchayat president P M Azeez said the sand mining mafia was having a field day in the panchayat, situated on the border of Palakkad district, with the blessings of some corrupt bureaucrats. Even the local people were being denied river sand, he told reporters here on Monday.

Around 100 loads of river sand are being taken from the four kadavs of the panchayat every day. Even the locals have to stand in queues at the Ottapalam taluk office to get passes to avail themselves of river sand. And when the locals travel 40 km to Ottapalam, they find that the sand has been taken away by the mafia, Azeez said.

The people who manage to get passes by paying Rs 1,500, have to pay Rs 3,000 as tea money to the workers to get the passes.

Azeez alleged that the panchayat secretary had extended the validity of around 400 passes of the mafia from last October to this January on flimsy grounds. He did this in connivance with some employees of the Collectorate here. This was brought to the notice of the Collector and the RDO but to no avail.

No state take-over of Padmanabhaswamy temple

The Kerala Government has made it clear to a court here that it is not mulling the takeover of the magnificent Sri Padmanabhaswamy temple here which is under the trusteeship of the Travancore Royal house.

The Government stated its position in a statement yesterday following a private petition, seeking the state-take over of the grand temple, its invaluable jewels and movable properties.

The petition also sought the officials of the present administration to be restrained from entering the inner chambers of the complex, where rare jewels, gold vessels and other precious items are believed to be kept.

In the statement filed before the Principal Sub-Court here, the Government said it did not have any plan to take the reins of the temple, since there have been no complaints against the present set-up.

Munch Star Singer Junior fame Athira Murali, who was also travelling in the van involved in the accident, escaped unhurt. Her mother Jessy is among those injured in the mishap.

Local sources said that the van lost control and fell into a pond after hitting an electric post. The van barrel-rolled several times before settling down. A nearby shop was also damaged in the impact of the collision.

Prakash died on the spot. Those injured were rushed to a nearby private medical college hospital by the local people who initiated the rescue operations.

The injured have been identified as Shyju, 35, and Rajan, 36, both hailing from Kumarakom, Shirdin Thomas, 38, of Thrissur, Joy Thomas, 38, of Vellayambalam, Ajith, 35, of Gowreesapattom, Jalaluddin, 28, of Poozhanad, Nithin, 21, of Mavelikkara, Jessy (mother of Athira), 37, of Thirumala, Farsad, 29, of Nedumangad, Joy George, 50, of Nalanchira, Suresh, 48, of Thaliyal, and Joy, 33, of Kattakkada.

Sources said that those involved in the accident were members of a music troupe which was returning after a stage show at Tiruvalla on Sunday night.

�See Kuttanad� project to lure holiday-makers

he Kerala State Water Transport Department is venturing into the tourism field by starting a project, �See Kuttanad, aimed at luring foreign tourists to the interiors of the water-locked Kuttanad.

As part of the initiative, KSWTD will ply two double-decker boats through Kuttanad from the Alappuzha boat jetty as a circular service for tourists. While the lower deck of the boat can be used by daily commuters for normal charges, travellers on the upper deck, meant exclusively for tourists, would invite a s p e c i a l charge.

The boats will take the holiday-makers to every nook and cranny of Kuttanad and the paddyfields below the sea level where cultivation is being carried out.

KSWTD director Shaji V Nair told Express on Monday that discussions in this regard were on and the project would take off once the State Government allots the boats. The project will be a blessing for daily commuters as well as they would get trips in addition to the existing ones.

It is the success of recentlylaunched tourism boat service between Kollam and Alappuzha that inspired the department to start more tourism-oriented projects covering Kuttanad. �We�ve been getting an awesome response for the Kollam- Alappuzha service and the department�s recently-launched website, Nair said. KSWTD now plans to popularise the Kollam-Alappuzha service with the help of Tourism and Education departments and tour operators. Special package s for school students on the Kollam� Alappuzha service have also been formulated, he added.

Over 400 posts of docs vacant in MCs

As many as 421 posts of doctors remain vacant in various departments of the five government medical colleges in the state, Human Rights Protection Centre state general secretary Joy Kaitharath told reporters here the other day.

�As per details obtained from the departments under the Right to Information Act, the Alappuzha Medical College has the highest number of vacant posts (125), followed by Kozhikode MC (93), Thrissur (77) and Thiruvananthapuram (65). Kottayam MC has the lowest number of vacant posts (61), he said.; The total number of vacant posts of anaesthetists in all the MCs is 47.

The reinforced security cover over Kochi continued

A commando team from Thiruvananthapuram has been guarding the Jewish Synagogue at Mattanchery and the St Francis Church at Fort Kochi for the past four days, in the wake of a Central alert on a possible LeT attack.

The state gave due diligence to the terror alert and took all the precautionary measures to thwart any possible attack on the Synagogue, said police sources and added that the chances of an attack on the Synagogue was high, compared to the other places in the city, as it would create an international impact.

City Police Commissioner Manoj Abraham said that appropriate measures were taken to provide foolproof security to the Synagogue.

Commandos are posted at Mattancherry and the Police Department is contemplating to bring the Synagogue under tight security cover permanently, he said.

Meanwhile, the police continued its vehicle checking drive in the city.

An investors meet would be held in April for the proposed Vizhinjam port and work on the project would start during the tenure of the Left Democratic Front-led State Government itself, M Vijayakumar, Ports Minister told the Assembly on Monday.

The Minister said that the meeting would help identify the investor for the proposed port. �Once the investor is identified, the construction would begin by November-December, the Minister said.

He said the State Government was committed to develop the basic infrastructure, which includes rail and road connectivity to the port site, and has set aside Rs 450 crore for the purpose and would be undertaken by the government-run Vizhinjam International Sea Port Ltd.

The Government has announced awards for micro-small-medium entrepreneurs for the years 2007-08 and 2008-09.

K.G. Madhu, proprietor, Ammini Solars Private Limited, Thiruvananthapuram, bagged the best entrepreneur award for the year 2008-09 while Sunil Joseph of Puthupariyaram, Thodupuzha, Idukki district, proprietor of Cochin Power Cables Pvt Ltd, bagged the award for 2007-08.

Sreedevi Sreenivasan, owner of Sree Bhagavathi Mattom Ayurveda Nikethanam, Thrissur, was selected as the best woman entrepreneur for 2008-09. Beena Justin, proprietor of Cyrex Designers Tiles, Thodupuzha, is the best woman entrepreneur for 2007-08.

T.V. Vidyarajan of Sreelakshmi Handicrafts, Manalur, Thrissur, is the best entrepreneur in the Scheduled Caste category for 2008-09 while Dileepkumar, owner of Babas Pave Tech, bagged the award in the Scheduled Caste category for 2007-08.

Announcing the awards on behalf of the Industries minister, Additional Chief Secretary T. Balakrishnan said the awards would be presented at a function to be held at Kozhikode on March 27.

Tampering of law student\'s marks rocks Kerala assembly

The Kerala assembly Tuesday witnessed uproarious scenes and a walkout by the opposition over the alleged tampering of marks of law students, details of which are said to have been leaked by a Kerala University official who is the wife of the deputy leader of opposition.

Sulekha, the universitys controller of exams, is said to have discovered that marks of an LL.B final year student were raised from 34 to 44 in the Public International Law and Human Rights paper. Sulekha is the wife of deputy leader of Congress in the assembly G.Karthikeyan.

Congress legislator P.C.Vishnunadh moved an adjournment motion on the issue immediately after question hour but Speaker K. Radhakrishnan ruled that since Education Minister M.A.Baby was out of station, attending a function in which Kerala Governor R.S.Gavai was taking part, the motion could not be taken up.

This irked the opposition and Leader of Opposition Oommen Chandy said as per the convention of the house, if a minister was absent some other minister could give a reply as the government had a collective responsibility.

Revenue share from sand for dam areas

Thiruvananthapuram: Finance Minister T.M. Thomas Isaac has rolled out a road map for utilising revenue from sand mined from dams. He has announced a proposal to make special provision for the development of areas around the dams as a compensation for the hardship they undergo owing to the mining and related activities.

Replying to a debate on the Appropriation Bill on the supplementary demands for grants worth Rs.3,400 crore in the Assembly on Monday, Dr. Isaac said he was considering a Rs.100-crore allocation for Palakkad district as part of this proposal. �The allocation is a compensation of sorts for the local people who face hardships owing to the huge activity that reservoir sand-mining involves.

Check-dams

The amount would be utilised to construct check-dams in the Bharathapuzha and to renovate the famed Malampuzha Garden, which had fallen on bad days. He would work with the Tourism Department to formulate a special scheme for this. The Minister said that he would also make special provisions of Rs.15 crore and Rs.10 crore for Malampuzha and Muthalamada panchayats respectively because the people there had to bear with the hardships of sand-mining in the Malampuzha and Chulliyar dams. In addition, he proposed to earmark Rs.25 crore for heavy duty maintenance of the ring road and other connecting thoroughfares in Palakkad.

With revenue from sand-mining from dams continuing to be the focus of discussion in the Assembly for yet another day, Dr. Isaac utilised the moment to reveal his plans for spending the revenue from this activity. Terming the de-silting activity a big success, he emphasised the need to look after the local population who had to face hardships because of this activity. �However, the onus is on the MLAs to bring up proposals,� he said, prompting several members to seek the Ministers clarification whether he would consider the reservoirs in their respective constituencies.

V Rajendra Babu likely to be new Kollam Mayor

V Rajendra Babu is likely to be elected as the new Mayor of Kollam Corporation on March 16.

The CPM leadership has taken a decision in this regard. However, his name will be announced only after the meeting of the CPM councillors and the LDF meeting scheduled on Tuesday morning.

Rajendra Babu, an advocate by profession, was the leader of the SFI. He was also elected as the chairman of the Kerala University Union. He represents the Uliyacoil East division in the council and is the chairman of the standing committee on tax.

A member of the Kollam area committee of the party, Rajendra Babu belongs to the Pinarayi faction. The UDF will field George D Kattil, the leader of the Congress party in the council, as its candidate.

In the 52-member council, the LDF has a strength of 38 members (CPM 23, CPI 12 and RSP 3) and the UDF has 14 members (Congress 11, IUML, CMP and RSP (M) one each).

The election was necessitated by the resignation of N.Padmalochanan, who was asked by the CPM district committee to resign from the post following the controversy over attending a function of the RSS.

Rains in few places in Kerala

There was an inkling of arrival of summer rains in Kerala with showers reported from several parts of the state, bringing relief from the sultry heat.

According to sources in the meteorological department, in the month of March so far there has been an 85 percent shortfall in rainfall as compared to the previous years.

Palakkad, which reported a day temperature of 42 degrees Celsius in the past few days, received the heaviest rains Tuesday evening.

Rains have also been reported at Kannur, Trissur, central Kerala and a few other places.

On account of severe heat, more than three dozen people have been reported to have suffered heat burns.

The weather men had predicted that summer rains would arrive in the state latest by Tuesday and would continue Wednesday.

IIM-Kozhikode Placement Session Dominated by Finance Sector

This recruitment season in the campus of the elite - Indian Institute of Management-Kozhikode (IIM-K), finance sector emerged as the biggest player. Financial sectors took active participation in the recruitment process, which itself explains the economic revival story. IIM-K has said that a whopping 39 percent of their students got placed in this vertical.

Debashis Chatterjee, IIM-K Director said that allaying fears that subdued placements for the finance vertical would continue due to the spill-over effect of the recession, finance emerged to be the most preferred vertical among the students. He also added a whopping 39 percent of the total roles on offer were made in the finance domain.

As per sources, this year, 122 firms visited the IIM-K to recruit students, 28 more than the last placement season. Roles ranging from investment banking, corporate finance, equity research, retail banking and risk management were on offer. Other than finance, marketing and consulting also dominated the placement season, with 27 % of the roles offered being for sales and marketing profiles and 22 % for consulting profiles. However, the largest recruiter for the season was Deloitte, who picked up 19 students from the campus.

However, when he came to know that Salman wanted this film for his brother-in-law, he quickly withdrew to avoid any controversy. Now, Bodyguard would star Salman in the lead. The movie would be directed by Siddique, who had earlier directed the films Malayalam version.

Atul will be the films producer. He is at present looking to finalise the rest of the cast.

Supply of drinking water through tanker lorries has started in 44 panchayats in the district on Monday, where the residents are facing water shortage.



More than 50 tanker lorries were deployed to supply drinking water in different parts of the panchayats, after District Collector M Beena issued an order in this regard.



The District Collector, in a meeting held recently, had directed the Tahasildars to consider only the genuine applications submitted by the panchayats, seeking supply of water.



The Collector had warned of stringent action against the Kerala Water Authority officials found guilty of wasting drinking water by turning a blind eye to the breaches on pipelines.

Girl\'s `misfired\' SMS over exam marks leads to murder, five held

A misunderstanding arising out of an SMS sent accidentally by a Class IX girl to a wrong person led to the murder of a 23-year-old man at a place near Kochi recently.

According to the police, the murder of Prasanth, a resident of Aluva, was the culmination of a week-long tiff triggered by the SMS. The police on Sunday arrested five youths, including the friend of the schoolgirl, in connection with the murder that took place on last Wednesday.

Aluva Assistant Superintendent of Police J Jayanath said the girl had wrongly sent an SMS to a youth Anwar, 21.

The text was about girls anguish over loss of a few marks in an exam. The girl told the police the message was originally meant for her friend Nobin, 21.

On receiving the message from an unknown number, a curious Anwar sent back a query: who are you? As there was no response, Anwar dialled the number, but the call was rejected. He tried the number several times, but the girl did not respond fearing trouble.

The girl then sought Nobins help, who, according to the police, had a criminal background. Nobin, a native of Aluva, called up Anwar and abused him. As Anwar took up the incident with his friends, they wanted to clear the confusion over the matter and promised to talk to Nobin. On Wednesday evening, Anwars friends led by Prasanth went to meet Nobin as per a fixed roadside appointment. On reaching the spot, Nobin pounced on Prasanth and stabbed him to death.

According to witnesses, Nobin did not listen to Prasanth as he pleaded that he was not Anwar and that he had not sent any SMS to the girl, the ASP said. In fact, Anwar had not even gone to the spot.

Nobin had taken four men along with him to attack Anwar. He had given an impression to his accomplices that he only wanted to beat up the youth, who had repeatedly dialled the mobile phone of his girlfriend, said Jayanath.

The ASP said Nobin had telephoned the girl before and after the crime. He told the girl that he would finish off the nuisance and would be out of the jail after six months. After the murder, he told her about it and went into hiding.

Jayanath said the girl, hailing from a broken family, has in her possession two SIM cards, although use of mobile phone was strictly banned in Kerala schools.

The investigating officer said the police were looking into how the girls message landed in Anwars mobile.

She told us that the message might have landed in a strange number as part of a `find friendship scheme offered by a cellular firm. But we are cross-checking with the service providers whether such a scheme existed or not.

We are not convinced by that version, the officer said.

Govt told to act on plea seeking damages

The Kerala High Court on Monday directed the State Government to take immediate action on a petition filed by five people including Sindhu Lohithadas, wife of the late filmmaker Lohithadas, seeking compensation for the loss incurred due to destruction of crops by wild animals.

Issuing an interim order, Justice T R Ramachandran directed the petitioners to submit their claims before the Divisional Forest Officer.

The court also asked the officials concerned to take a decision on the issue within a month.

Considering another petition submitted by M T Thomas of Kasargod which was submitted along with others, the court directed the officials to take a decision in the petition within a month.

Cop suspended as cell phone camera issue hots up

Sub-Inspector of Nadakkavu Police Station G Sunil Kumar was suspended from service by City Police Commissioner S Sreejith here on Friday.

The action was taken following a complaint from Rahul, who was allegedly beaten up by Sunil Kumar on Thursday. The City Police Commissioner has ordered a detailed inquiry into the torture of Rahul, cousin of the college student who spotted a mobile phone camera hidden inside the ladies toilet of Sagar Hotel.

Rahul has been admitted to Kozhikode Medical College Hospital after suffering major injuries in the police torture.

According to the complaint, the police beat up Rahul when they complained about the hidden mobile phone camera found inside the ladies toilet of the hotel.

It is also alleged that the police tormented the youth before hotel employee Akhil Jose who is accused of placing the camera inside the toilet.

The police beat up Rahul accusing him of capturing the nude images of girls, according to the complaint.

Earlier, the girl had refused to hand over the mobile phone to the Nadakkavu Police. The phone was later handed over to the City Police Commissioner and he found a 1.38- hour-long video in the camera memory.

The phone was then handed over to the cyber cell for further investigation.

Akhil Jose will be produced before the court on Saturday morning, the officials said.

Rs.50,000 crore rapid rail project to take off soon: Kerala finance minister Thomas Isaac

Kerala finance minister Thomas Isaac Saturday said the proposed Rs.50,000 crore rapid rail corridor project in the state could become a reality in six years.

Isaac told reporters that Delhi Metro Rail Corporation (DMRC) has been asked to prepare the preliminary report for which Rs.50 crore has been set aside in the state budget.

The proposed project would extend from the northern tip of the state to the southern point and the 600-km distance can be covered in six hours, he said.

\"This proposed project is likely to come up with the help of the Indian Railways. This corridor can either pass by the side of the existing railway track. Through this land required can be minimised,\" said Isaac.

He said a separate company, in which the government will have a stake, would be set up.

It could be on the lines of the Konkan Railway Corporation,he said.

With regards to the funds, Isaac said state industries minister Elamaram Kareem has already come up with a proposal where a monetary institution is ready to fund the project.

\"It has now proved beyond doubt that state government companies cannot execute such projects due to various reasons and hence it would be handed to independent corporations who will execute it in a time bound manner,\" added Isaac.

Kalam ignites minds of IIST students

THIRUVANANTHAPURAM: Finally, there came that moment when the audience gets to grill Dr A.P.J. Abdul Kalam.

``You see, they tell me Ive to catch a plane. So Ill take three questions from the first three students who come up to the stage. Fast, fast..., the former President hurried, not without a sly chuckle.

The next moment, there was a mad scramble forward. The short, rather jumpy youngster who got to be in front of the queue began, ``Its been 60 years since Independence... but much to his chagrin, Kalam cut him mid-sentence, urging him to ask his question.

Second attempt was better, but rather cryptic in content. ``Sir, we don�t yet have what we want. Why is that?��

``First of all, you should know what you want. You should have a dream,�� Kalam said with a laugh, hustling the next questioner forward, who wanted to know when ISRO would top the list of space agencies.

The third questioner, a slim girl, wanted to know Dr Kalam�s views on ``over-competition.��

The venue was the inaugural function of Conscientia 2010, the annual technical fest of the Indian Institute of Space Science and Technology (IIST), ISRO�s academy for moulding future space scientists at Veli, near here.

Expanding on the theme �What I will be remembered for,� Kalam urged the future rocket scientists to take up engineering and technology as the mission of a lifetime. The 21st century will be a knowledge-based one offering multiple opportunities, he said, observing that ``What worked yesterday, won�t work today.��

He emphasised the need for establishing a ``societal grid�� consisting of Knowledge Grid, Health Grid, e-Governance Grid and the PURA Grid for accelerating economic growth.

ISRO Chairman K. Radhakrishnan had a pointer for one IIST student who aspired to be an astronaut ``of India.�� Healthy, agile and alert individuals stand a chance to be in that elite club, Radhakrishnan said.

``Initially, we can take only one or two,�� reminded Kalam.

IIST director B.N.Suresh presided over the function.

The festival, which will be on till March 7, will feature astronomy, robo-tournaments, gaming, telescope-making and ethical hacking, among other events.

സ്‌ഫോടനത്തിനായി വുസ്തുക്കള്‍ കൊണ്ടുവന്നത് കൊച്ചിയില്‍ നിന്നാണെന്നും സ്‌ഫോടനം ആസൂത്രണം ചെയ്തതും ബോംബ് സ്ഥാപിച്ചതും താന്‍ തന്നെയാണെന്നും നസീര്‍ മൊഴി നല്‍കി.

സ്‌ഫോടക വസ്തു നല്‍കിയ ആളുടെ കിഴക്കമ്പലത്തെ വീട്ടിലും സ്ഥാപനത്തിലും നസീറിന്റെ മൊഴിയുടെ അടിസ്ഥാനത്തില്‍ എന്‍ഐഎ ഉദ്യോഗസ്ഥര്‍ തിരച്ചില്‍ നടത്തി.

ടൈമര്‍ ഉപയോഗിച്ചു നസീറും കൂട്ടരും ആദ്യം നടത്തിയ സ്‌ഫോടനം ആയിരുന്നു കോഴിക്കോട്ടേത്. കോഴിക്കോട് സ്‌ഫോടനത്തിനു മുന്നോടിയായി കണ്ണൂരില്‍ പരീക്ഷണ സ്‌ഫോടനം നടത്തിയിരുന്നുവെന്ന് നസീര്‍ നേരത്തേ സമ്മതിച്ചിരുന്നു.

കോഴിക്കോട് സ്‌ഫോടനവുമായി ബന്ധപ്പെട്ട് നസീറുമായി എന്‍ഐഎ കോഴിക്കോടും കണ്ണൂരും നടത്തിവന്ന തെളിവെടുപ്പുകള്‍ അവസാനിച്ചു. 2006 മാര്‍ച്ചിലാണു നഗരത്തിലെ കെഎസ്ആര്‍ടിസി, മൊഫ്യൂസില്‍ ബസ് സ്റ്റാന്‍ഡുകളിലായി സ്‌ഫോടനങ്ങള്‍ നടന്നത്.

ലൈംഗികാപവാദത്തില്‍ അകപ്പെട്ട സ്വാമി നിത്യാനന്ദയുമായി ഗുജറാത്ത് മുഖ്യമന്ത്രി നരേന്ദ്രമോഡിക്ക് ബന്ധമുണ്ടായിരുന്നുവെന്ന് ആരോപണം

ഗാന്ധിനഗര്‍: ലൈംഗികാപവാദത്തില്‍ അകപ്പെട്ട സ്വാമി നിത്യാനന്ദയുമായി ഗുജറാത്ത് മുഖ്യമന്ത്രി നരേന്ദ്രമോഡിക്ക് ബന്ധമുണ്ടായിരുന്നുവെന്ന് ആരോപണം.

മോഡി സര്‍ക്കാര്‍ പെണ്‍കുട്ടികള്‍ക്കായി കൊണ്ടുവന്ന കന്യാ കേലവാണി പദ്ധതിയിലേയ്ക്ക് നിത്യാനന്ദ വന്‍ തുക സംഭാവന നല്‍കിയിരുന്നുവത്രേ.

മാത്രമല്ല 2009 സെപ്റ്റംബറില്‍ മോഡി സ്വാമിയുടെ ജീവന്‍ മുക്തി എന്ന പുസ്തകം ഒരു ചടങ്ങില്‍ വച്ച് പ്രകാശനം ചെയ്യുകയും ചെയ്തിരുന്നുവത്രേ.

സര്‍ക്കാര്‍ പദ്ധതിയ്ക്കായി 2.5 ലക്ഷത്തിന്റെ ചെക്കാണത്രേ സ്വാമി നിത്യാനന്ദ മോഡിയ്ക്ക് കൈമാറിയത്. വഡോദരയില്‍ നടന്ന ചടങ്ങിന്റെ വീഡിയോകളില്‍ ഇക്കാര്യം ദൃശ്യമാണ്.

ഗുജറാത്ത് നിയമസഭയില്‍ വ്യാഴാഴ്ച കോണ്‍ഗ്രസ് നേതാവ് അര്‍ജുന്‍ മോധ്‌വാഡിയയാണ് മോഡിയ്‌ക്കെതിരെ ആരോപണമുന്നയിച്ചത്. സ്വാമിയെക്കാണാന്‍ മോഡി രണ്ടുതവണ വഡോദരയില്‍ പോയിട്ടുണ്ടെന്ന് മോധ്‌വാഡിയ ആരോപിച്ചു.

വിവാദ വീഡിയോ പുറത്തുവന്നതോടെ തിരുവണ്ണാമലയിലെ ആശ്രമത്തില്‍ നിന്നും മുങ്ങിയ സ്വാമി ഒളിച്ചു താമസിക്കാന്‍ കേരളത്തിലെ കോഴഞ്ചേരിയില്‍ എത്തിയിട്ടുണ്ടെന്നാണ് റിപ്പോര്‍ട്ടുകള്‍ സൂചിപ്പിക്കുന്നത്. ഇവിടെ നിത്യാനന്ദയ്ക്ക് ഒട്ടേറെ അനുയായികള്‍ ഉണ്ട്.

വിദേശ മലയാളിയായ ഒരു യുവതിയുടെ നേതൃത്വത്തിലാണ് സ്വാമിയുടെ അനുയായികള്‍ കോഴഞ്ചേരിയില്‍ പ്രവര്‍ത്തിച്ചിരുന്നത്. പ്രസിദ്ധമായ ചെറുകോല്‍പ്പുഴ കണ്‍വന്‍ഷന്‍ നഗറില്‍ സ്വാമിയെ എത്തിക്കാന്‍ ഇവര്‍ ശ്രമിച്ചിരുന്നുവത്രേ.

എന്നാല്‍ കണ്‍വന്‍ഷന്റെ ഒരുക്കങ്ങള്‍ പൂര്‍ത്തിയായ ശേഷമാണ് സംഘാടകരുമായി ഇവര്‍ ഇക്കാര്യം ചര്‍ച്ച ചെയ്തത്. അതിനാല്‍ കണ്‍വന്‍ഷന്‍ നഗറില്‍ സ്വാമിയെ എത്തിക്കാന്‍ ഇവര്‍ക്കായില്ല.

എങ്കിലും സ്വാമിയുടെ പേരില്‍ കണ്‍വന്‍ഷന്‍ നഗരിയില്‍ സ്‌റാളുകള്‍ നടത്തുകയും നിത്യാനന്ദയുടെ ഫോട്ടോയും പുസ്തകങ്ങളും പ്രസംഗങ്ങള്‍ അടങ്ങിയ സി.ഡികളും ഇവര്‍ വില്പന നടത്തിയിരുന്നു.

പ്രസവവേദന സഹിക്കാന്‍ കഴിയാതെ കിണറ്റില്‍ച്ചാടിയ യുവതിയും കിണറ്റില്‍വച്ചു പിറന്ന കുഞ്ഞും മരിച്ചു.

മഹാരാഷ്ട്രയിലെ അമരാവതിക്കടുത്ത് സെന്തുര്‍ജന ഘട്ട് പട്ടണത്തില്‍ ചൊവ്വാഴ്ച രാത്രിയാണു സംഭവംനടന്നത്.

തോട്ടം ജോലിനോക്കാരനായ രാജു കുമാര്‍ എന്നയാളിന്റെ ഭാര്യ സാവിത്രിയാണു പ്രസവവേദന സഹിക്കാനാകാതെ കിണറ്റില്‍ചാടിയത്. കിണറ്റിനുള്ളില്‍വച്ച് പ്രസവിച്ചെങ്കിലും അമ്മയും കുഞ്ഞും മരിച്ചു.

ചൊവ്വാഴ്ച രാവിലെ സാവിത്രിക്കു പ്രസവവേദനയാരംഭിച്ചപ്പോള്‍തന്നെ രാജ്കുമാര്‍ വൈദ്യസഹായത്തിനു തൊട്ടടുത്തുള്ള പ്രാഥമികാശുപത്രിയിലെത്തിയെങ്കിലും ആരും സഹായത്തിനെത്തിയില്ല.

രാജ്കുമാര്‍ വീട്ടില്‍ മടങ്ങിയെത്തിയപ്പോള്‍ സാവിത്രിയെ കണ്ടെത്താനായില്ല. തുടര്‍ന്നു നടത്തിയ തെരച്ചിലിലാണ് ബുധനാഴ്ച രാവിലെ സാവിത്രിയുടേയും കുഞ്ഞിന്റേയും മൃതദേഹങ്ങള്‍ കിണറ്റില്‍ കണ്ടെത്തിയത്.

രഞ്ജിത ജീവനൊടുക്കാന്‍ ശ്രമിച്ചതായുള്ള വാര്‍ത്തകള്‍ തെലുങ്കു സിനിമാലോകത്തെ അലോസരപ്പെടുത്തിയിട്ടുണ്ട്. നടി അഭിനയിക്കുന്ന രണ്ട് ചിത്രങ്ങളുടെ നിര്‍മാണം ഹൈദരാബാദില്‍ പുരോഗമിക്കുകയാണ്. മാവിചിഗുരു, സിരമുലയ്യ എന്നീ ചിത്രങ്ങളില്‍ രഞ്ജിത രണ്ടാം നായികയാണ്. ഈ സിനിമകളുടെ ഷൂട്ടിങ് അവസാനഘട്ടത്തിലാണ്. അതിനിടെയാണ് നടി വിവാദങ്ങളില്‍ കുരുങ്ങിയതും ഒളിവില്‍പ്പോയതും. ആര്‍മി ഓഫിസറെ വിവാഹം കഴിച്ച രഞ്ജിത ഏറെക്കാലം സിനിമാരംഗത്തു നിന്ന് അകന്ന് നിന്നതിന് ശേഷമാണു തിരിച്ചെത്തിയത്. അടുത്തിടെ വിവാഹബന്ധം വേര്‍പെടുത്തുകയും ചെയ്തിരുന്നു. ഇതിന് ശേഷമാണ് രഞ്ജിത സ്വാമി നിത്യാനന്ദയുമായി അടുത്തതെന്ന് റിപ്പോര്‍ട്ടുകളുണ്ട്.
